Edna Elliott was born in Clarksville, Tennessee, in 1934 to Ned C. Elliott (1915-1971) and Katherine Anderson Elliott (1916-1993).

Elliott attended Tennessee Agricultural and Industrial State College (now Tennessee State University) where she served as an officer in the Gamma Eta chapter of the Sigma Delta Pi National Honor Society and vice president of the History Study Club.

She led as the second executive director for Counseling Services — an organization that began in 1940 and is now called Westark Family Services — from 1980-1994. Elliott expanded programs such as adoptions, foster home placement, senior assistance, and utility cost assistance. In 1985 she was awarded the Ohio Department of Aging’s Community Service Award, and in 1989 was inducted into the YWCA’s Women’s Hall of Fame.
